Our management team is made up of executives and senior military officers with backgrounds in supply chain management, logistics, telecommunications, GPS tracking and security, with over 100 years of combined experience. The team includes senior engineers in the area of GPS technology and battery management systems who have led teams in the development of GPS tracking and security systems that have commercially generated hundreds of millions of US dollars.

Peter W. Scobell

Senior Director Maritime Security  

Mr. Clive J. Oosthuizen is the CEO of Enigma-Bulwark Risk Management, Inc. He is an ex Special Forces and Intelligence Officer, having served 20 years of service.  Prior to his current position, he founded and operated a private security firm, headquartered in Cape Town South Africa, whose clients have included large multinational companies such as Siemens, Vodafone and Newmont Mining, serving their interests across the African continent. Mr. Oosthuizen has transferred all of his clients to Enigma-Bulwark and we benefit from a worldwide network of top line security professionals. Mr. Oosthuizen holds a MBA degree from the Management College of Southern Africa.

Mr. Scobell graduated from the United States Naval Academy (the third enlisted SEAL selected to attend USNA) in 2003. From 2003-2006 Mr. Scobell was SEAL Team One Platoon Officer and led a 16-man SEAL Platoon through training and deployment to Iraq and then led a 45 man reconnaissance team consisting of Navy Seals, Green Beret’s and Iraq Counter Terrorist Forces soldiers, where his team completed 300 close target missions throughout Bagdad and surrounding areas and collected intelligence leading to the killing/capture of 4 of the 10 most wanted personalities in Iraq at the time. From 2006 to 2008 Mr. Scobell was the SEAL Delivery Vehicle Team One (SDVT-1) where he led a team of 10 Navy SEALs and five technicians on a pioneering, classified undersea special operations mission and oversaw $8 million highly specialized undersea vehicles and driving equipment. From 2008 to 2011 Mr. Scobell was the SEAL Troop Commander of the Naval Special Warfare Development Group in command of 14 Special Operations Personnel tasked with conducting the development of tactics techniques and procedures currently being employed by Naval Special Warfare personnel around the globe. Mr. Scobell’s Team was deployed twice in support of various Joint Task Forces in multiple combat zones coordinating and conducting complex special operations missions targeting high value individuals and hostage rescue missions. From 2011-2012 Mr. Scobell was the SEAL Training Officer for the Naval Special Warfare Group One responsible for the development of tactics, techniques, and procedures for Naval Special Warfare Group One SEAL Teams. In service to his country, Mr. Scobell received the Bronze Star with Valor, Bronze Star Medal, Joint Commendation Medal, Navy and Marine Corps Commendation Medal, Joint Achievement Medal, Navy and Marine Corps Achievement Medal, Combat Action Ribbon, and  Presidential Unit Citation.

Ms. Bucci has over thirty years of experience in the field of finance and business management. Ms. Bucci held the position of Chief Financial Officer at multiple private and public companies where she was responsible for financial reporting, budgets, capital structure strategy and modeling, financial transactions with consumers, consumer product goods companies and retailers, investor relations, audits, payroll and corporate income taxes. Ms. Bucci has strong regulatory background when dealing with compliance and financial reporting obligations of public companies. Ms. Bucci has been elected to the board of directors at multiple public companies.  Ms. Bucci attended Santa Monica College and the University of California at Berkley, majoring in Accounting.  Ms. Bucci resides in Los Angeles, CA.

Ms. Jiang has a background of data science and finance. Her primary interests are translating data into actionable business solutions and discovering data-driven insights. During her past professional experience of financial analysis and strategic planning, she has developed a talent for converting complex financial data concise and actionable reports that support executive decision-making. Ms. Jiang graduated from the Capital University of Economics and Business, China, in 2012, with a Bachelor of Business Administration, in 2013 received a Master’s in Applied Finance from Pepperdine University, and in 2019 received a Master’s in Analytics from Georgia Institute of Technology. 

Born and raised in Istanbul,Ms. Yakut moved to Los Angeles to pursue her academic career in business strategy and finance. She earned her B.S. in Business Administration from Marshall School of Business at University of Southern California, where she was a member of Marshall’s prestigious student organization, Marshall Case Team.  She was selected to represent Marshall in Duff & Phelps YOUniversity Deal Challenge and became a finalist in a national case competition. Her interest in international business began during her summer abroad in London where she studied at London School of Economics. Inspired by her international experience, Ecem worked on multi-national projects in variety of sectors including environmental sciences, real estate and hospitality. Ecem is currently a member of Pacific Council on International Policy where she writes about international business.  

Mr. Withrow served twenty-four years on active duty in the U.S. Navy as a professional logistician, with 3 tours of combat in Vietnam, retiring with the rank of Captain. He spent approximately 20 years as a financial professional, and for the past 20 years serving in a number of elected and appointed civic positions, including Mayor of Alameda, California. He is currently serving as the regionally elected President of the Governing Board of The Peralta Colleges, an institution consisting of 2,000 faculty and staff and approximately 30,000 students.  Mr. Withrow earned his Master’s in Business Administration from Harvard University and a BA in Business, from the University of Colorado.  Mr. Withrow lives in Alameda, California.

Dr. Blake is an internationally recognized thought leader and strategist, with specialist expertise in board direction, governance and futuring. He has been awarded two adjunct professorships and holds a working portfolio of board directorships, advisory roles and keynote speaking engagements throughout the USA, Europe, the Middle East, Asia and Australia. He is highly valued for his innovative business strategies, which save money, save energy and support businesses to add value to the triple bottom line: people, profit and planet.  Dr. Blake lives in Singapore.

Mr. Nesbitt started a car rental company in New York City called Olin’s Rent A Car, which moved to Florida and changed its name to Alamo Rent A Car.  He developed a capacity planning system to help predict the numbers of reservations, pricing potential and no show expectations. This allowed the company to achieve fleet utilization far above the competition. He later led the expansion of Alamo across the country and into foreign markets. Mr. Nesbitt was instrumental in its growth from $5 million in annual revenue to over $1 billion.  He left Alamo after it was sold in 1996 for $625 Million.  Since leaving Alamo, Mr. Nesbitt has launched two successful roll ups of businesses with national footprints and continues to be involved  in venture capital as an early stage investor.  Mr. Nesbitt is licensed private investigator in the State of Florida and has worked with the Department of Homeland Defense and the Coast Guard on various initiatives relating to coastal security. Mr. Nesbitt graduated from Cornell University with a BS degree, and lives in St. Augustine Florida.

Mr. Woolas is a principal and co-founder of Wellington Street Partners, Ltd., a political and business consultancy firm headquartered in London, England.  Prior to his position with Wellington, Mr. Woolas has held major elected and appointed positions serving the government of the United Kingdom and its citizens. Mr. Woolas was a leading member of the Tony Blair and Gordon Brown Governments.  Mr. Woolas has held positions of Minister of State for Immigration and Customs, Parliamentary Private Secretary to the Minister of State for Transport, Lord Commissioner of the Treasury, Deputy Leader of the House of Commons, Minister of State for Environment, Minister of State for Local Government and Regeneration, Minister of State for Civil Contingency, and also served as Minister for the North West of England. Additionally, Mr. Woolas was a Member of Parliament for 13 years, holding the seat of Oldham East & Saddleworth and lives in Manchester, United Kingdom.
